The Punjab and Haryana high court bench  has reserved the orders on petition of Nirmal Singh Kahlon, former Punjab Rural Development and Panchayat Minister. Kahlon had challenged a trial court order summoning him in connection with an alleged scam in recruitment of Panchayat Secretaries between 1997 and 2002.

The case was registered in June 2003, on the statement of then Director, Rural Development and Panchayats.

On October 2015, Kahlon had filed the petition challenging the order of CBI Special Court, Patiala, summoning him in the case pertaining to recruitment of 909 panchayat secretaries. The HC had earlier stayed the proceedings in lower court but on May 4, the bench vacated the stay in the matter.

Kahlon and various other state government officers were charged with corruption, forgery, and abuse of official position for irregularities in the selection of Panchayat Secretaries.
