Whatsapp video shows recarpeting of road during rain- 2 Panchkula MC officials chargesheeted

After a video exhibiting the recarpeting of road in Panchkula in heavy rain was circulated on whatsapp, the Panchkula Municipal Corporation officials swiftly took action against the erring officers and directed contractor to stop the work immediately.

A video was posted on whatsapp, which showed that in heavy rain (see video), the workers of NH Construction, the company awarded the work of recarpeting of road in Industrial Area are seen laying bitumen layer. The video shows that how despite of flow of rainwater on the road, the work is continued.

As the video posted by Municipal Councilor C B Goel came into circulation, the attracted criticism from people. S K Nayar, President of Citizen Welfare Association wrote “Goelji, You yourself are councilor in MC. You must take appropriate steps with help of municipal commissioner or mayor or DC. Please use your own powers during your own regime instead to wait for others.”

As Municipal Commissioner Lalit Siwach came to know about it, he called for the explanation of two officers, namely Mandev Singh, Municipal Engineer and Rajesh Chandel, Junior Engineer.

Lalit Siwach stated that Mandev Singh had stated that he was inspecting another work in sector 19 and stopped it soon after rain started. He stated that he was not aware about bitumen layer being laid down in Industrial Area.

Rajesh Chandel, however stated that the company had started work without his knowledge.

After hearing the officials, the Commissioner passed the orders to chargesheet Rajesh Chandel for major penalty under rule 7 of the HCS (Punishment and Appeal) Rules 1987 and also to chargesheet Mandev Singh under rule 8 of the HCS (Punishment and Appeal) Rules 1987.

The Superintending Engineer (SE) was asked to issue a show cause notice to NH Construction for cancelation of contract. The SE was also directed to further direct the company to dismantle and remove the bitumen laid during rain and to not to proceed with work till further orders.
