Haryana Assembly passes Bill to constitute statutory sports councils in the state

To promote sports in the state, Haryana Vidhan Sabha, on, Monday passed the Haryana Sports Council Bill, 2016, to constitute statutory sports councils at state, district, block, Municipal Corporation, Municipal Council and Municipal Committee levels.

The Bill was moved by Sports and Youth Affairs Minister, Anil Vij in the ongoing session of Haryana Vidhan Sabha.
Vij said that he had been to the Rio Olympics and has prepared a 80-page report which would be submitted to the Chief Minister, Manohar Lal.

These Councils would be constituted under Haryana Sports and Physical Fitness Policy-2015 to provide for the promotion of sports, games, yoga and physical fitness, to augment athletic efficiency and to promote the concept of ‘Sports for All’. These Sports Councils would be responsible for coaching, competitions and other sports-related activities.

Recognising that physical activities and sports are integral parts of Haryana’s culture and society, the State Government aims to increase awareness among the people regarding significant benefits of physical activity and the practice of sports, besides encouraging and assisting them in increasing level of physical activity and their participation in sports as a fundamental premise of health and well-being by integrating physical activity and sports into their daily lives. Being the foremost promoter of sports in the country, the Haryana Government is committed towards promoting participation, inclusion and excellence in sports at all levels.

The State Sports Council would be headed by the Chief Minister and would have Sports and Youth Affairs Minister as Vice President. The other members include Finance Minister, Education Minister, Development and Panchayat Minister, Health Minister, Chief Secretary, Principal Secretary to Chief Minister, Administrative Secretaries of Home, Finance, Higher Education, School Education, Development and Panchayats, Town and Country Planning, Urban Local Bodies, Sports and Youth Affairs and Health, and Director General of Police.

The councils would have nominated members which include Executive Vice President from among persons having sports background, two members from among the Members of Legislative Assembly, two members from among Vice-Chancellors of the universities in the State, President or Secretary, Haryana Olympic Association, two Presidents or Secretaries from recognised State Sports Organisations or Associations, two members from NGOs working for promotion of sports in the State, one member from Director, Sports or Physical Education of a university, two members from experts in sports medicine or sports injury management or sports psychology, two members from sports experts or awardees or medal winners in international events and one of them shall be a woman, one member from Sports Journalism, two women members having interest in sports promotion and two members from industry interested in promotion of sports.

There would be a Standing Committee for the State Sports Council. While the Vice President of the State Sports Council would be Chairman of the Standing Committee, the Executive Vice President of the State Sports Council would be Vice Chairman. The other members include Administrative Secretary of Sports and Youth Affairs Department and Secretary General of State Sports Council; Director, Sports and Youth Affairs Department, Secretary, State Sports Council, if appointed or designated. There would be four members to be nominated by the President of the State Sports Council from among the members, of whom one would be a member representing the sports organisations or associations and one would be a sports expert or awardee or medal winner in international events. One nominated member would be a woman.
The State Sports Council would organise, co-ordinate and promote sports and establish sports information centers, stadia, pavilions, playgrounds, parks, children’s parks, sports training centers, sports hostels, sports institutions and construct buildings, swimming polls and gymnasia. It would acquire properties for carrying out all or any of its activities. The State Sports Council would itself or through District Sports Council, Corporation Sports Council, Municipal Sports Council, Town Sports Council and Block Sports Council organise tournaments, competitions, training courses, seminars, coaching centers, exhibitions or tours for promotion of sports, and ensure the participation of these Councils in these events.

It would also introduce insurance and accident coverage for sportspersons, coaches and referees, besides granting assistance by way of loans or otherwise to sportspersons, educational institutions, sports organisation, sports clubs or sports associations. It would also publish sports magazines, books, titles, bulletins and other sports-related information, formulate and implement schemes for welfare of the disabled sportspersons, promote anti-doping measures and take effective steps for prevention of sexual harassment in sports, among other functions. The Council would meet at least twice a year.

The government shall, by notification, constitute a District Sports Council in every district in the State for a term of three years. There shall be a President and a Vice President for every District Sports Council. The Vice President shall be nominated by the President, State Sports Council from among the members of the District Sports Council concerned. The District Sports Officer shall be ex-officio Secretary. The District Sports Council will perform such functions of the State Sports Council as may be delegated to it from time to time by the State Sports Council. Every District Sports Council shall have an Executive Committee which shall meet at least twice in a year.

The District Sports Council would co-ordinate the activities of the Corporation Sports Council, Municipal Sports Council, Town Sports Council, Block Sports Council and other sports organisations in the district, besides organising sports events, competitions or tournaments within the district. It would also perform such other functions entrusted by the State Sports Council.

With a view to coordinate and implement various activities of sports and games in rural and urban areas, the State Sports Council may, in consultation with District Sports Council and local authorities concerned, constitute a Corporation Sports Council for each Municipal Corporation area, a Municipal Sports Council for each Municipal Council area, a Town Sports Council for each Municipal Committee area and a Block Sports Council for each Block Panchayat Samiti area. These Councils would have Executive Committee with a President, Vice President and Secretary and two members of whom one shall be a woman, out of the nominated members of the Corporation Sports Council. In case of Municipal Sports Council, the Executive Committee would include a President, Vice President, Secretary and two members of whom one shall be a woman, out of the nominated members of the Municipal Sports Council. In case of Town Sports Council, there would be a President, Secretary and two members to be nominated by the President and one of them shall be a woman. Similarly, in case of Block Sports Council, there shall be a President, Vice President and Secretary and two members of whom one shall be a woman.

The Corporation Sports Council, Municipal Sports Council and Town Sports Council would coordinate the activities of the registered sports organisations and clubs within the jurisdiction of the respective Sports Council. They would organise sports events or competitions or tournaments and perform such other functions entrusted to them by the District Sports Council. There would also be Civil Services Sports Promotion Board, Sports Promotion Boards of Public Sector Undertakings and Sports Promotion Boards of educational institutions. The Civil Services Sports Promotion Board will be headed by Chief Secretary and have as members Administrative Secretaries of Finance, Home, Sports and Youth Affairs, Director General of Police, Director, Sports and Youth Affairs and two members to be nominated by the Chairman of the Board. The Administrative Secretary, Sports and Youth Affairs will be Vice Chairman. The Board will promote sports among Civil Services. The State Government shall pay to the State Sports Council by way grants and the State Sports council shall establish a fund to be known as State Sports Council Fund to meet its financial requirements. Similarly, there would be District Sports Council Fund to meet its expenses.

Any sports organisation carrying out activities at the state or district level may be registered with the State Sports Council as a registered sports organisation and any application. Any sportsperson may register as a sportsperson in the District Sports Council. The sports clubs functioning only in the area of any Municipal Corporation, Municipal Council, Municipal Committee or Block Panchayat Samiti may register as a sports club with the Corporation Sports Council, Municipal Sports Council, Town Sports Council or Block Sports Council concerned.
